IEEPA Refund Status Update

CAPE is now available!

 

To receive your refund:

Step 1: Create an ACE account (this step must be completed by the importer)

Step 2: Enroll in ACH Electronic Refunds

Step 3: Run Reports in ACE and Identify Liquidation Date

Step 4: Submit Refund Request in CAPE tab

- For non-U.S. Bank accounts, complete CBP Form 4811​

If you need to add/edit company information or email address, please complete a CF5106 and send it to our office ASAP.

What we know:

U.S. Customs and Border Protection (CBP) provided an update to the Court of International Trade (CIT) regarding development of the IEEPA Refund Portal, known as CAPE (Consolidated Administration and Processing of Entries).

As of mid-March 2026, CBP reported the following progress across the four core components of the CAPE system:

 

  • Claim Portal: 73% complete

  • Mass Processing: 45% complete

  • Review & Liquidation / Reliquidation: 80% complete

  • Refund Processing: 63% complete

PREPARE FOR REFUNDS NOW:

  1. Create an Importer ACE Portal Account

  2. Authorize ACH Refunds

  3. Run and review ACE reports to identify IEEPA duties paid

 

We also recommend seeking legal counsel from experienced Trade Attorney for protest filings and strategies​​ for maximum refund.
